The official made it clear that the only way for Cuba to fully join the 21st century is through profound change: replacing those in power, transforming the system of government, and reforming the existing economic model. Rubio also noted that this position is not new, but has been consistently expressed for years, insisting that the root problem does not lie in external factors, but in the internal structure of the Cuban regime.
