Nayib Bukele: «El Salvador is the country you have chosen to host this event. As you know, it is a very small country—so small that private jets couldn’t fit at the airport.
However, in recent years, it has undergone significant changes that would have been unthinkable in Latin America. If I’m not mistaken, there are representatives from 15 countries here today.
Latin America has often been regarded as the most dangerous region in the world. We frequently see videos of one African tribe invading another, committing massacres, and we think, «How can people live there?» Yet, when we look at the homicide rates in those countries, they are often lower than in so-called «paradises» in Latin America.
Some of the top tourist destinations in Latin America have higher homicide rates than places we consider dangerous on other continents. Despite having a relatively small population, Latin America accounts for 40% of the world’s homicides.
And this is not due to tribal conflicts or historical grudges. Why is this the case? Because organized crime has infiltrated governments, rendering them unable—or unwilling—to do the simplest thing a government should: establish order and provide security for its people. After all, that is the primary reason for the existence of the state—to guarantee the physical and legal security of its citizens.
However, in El Salvador, we have proven that it is possible to fix this problem. We have demonstrated it because El Salvador was literally the most dangerous country in the world. There was no country more unsafe than El Salvador. And today, we are the safest country in the entire Western Hemisphere.
We achieved this in just a few years. We gave the streets of our country back to its people.»

América Latina ha sido considerada con frecuencia la región más peligrosa del mundo. A menudo vemos videos de una tribu africana invadiendo a otra, cometiendo masacres, y pensamos: ‘¿Cómo puede vivir la gente allí?’. Sin embargo, cuando observamos las tasas de homicidios en esos países, muchas veces son más bajas que en los llamados «paraísos» de América Latina.
Algunos de los principales destinos turísticos de América Latina tienen tasas de homicidio más altas que lugares que consideramos peligrosos en otros continentes. A pesar de tener una población relativamente pequeña, América Latina representa el 40% de los homicidios del mundo.
Y esto no se debe a conflictos tribales o rencores históricos. ¿Por qué sucede esto? Porque el crimen organizado ha infiltrado a los gobiernos, dejándolos incapaces—o sin la voluntad—de hacer lo más básico que un gobierno debería hacer: establecer el orden y brindar seguridad a su pueblo. Después de todo, esa es la razón principal de la existencia del Estado: garantizar la seguridad física y jurídica de sus ciudadanos.
Sin embargo, en El Salvador hemos demostrado que es posible solucionar este problema. Lo hemos demostrado porque El Salvador era, literalmente, el país más peligroso del mundo. No había un país más inseguro que El Salvador. Y hoy, somos el país más seguro de todo el hemisferio occidental.
Logramos esto en solo unos pocos años. Le devolvimos las calles de nuestro país a su gente.»
